Energy renovation of public buildings

Pursuant to Directive 2012/27/EU of the European Parliament and of the Council of 25 October 2012 on energy efficiency, as of 1 January 2014 EU Member States are obliged to renovate each year 3% of the total floor area of conditioned buildings owned and occupied by their central governments. The goal is to stimulate the renovation of energy inefficient publicly-owned construction works in order to reduce the costs of their maintenance, and also set the example for the citizens that energy renovation will result not only in energy and financial savings, but also in better quality of use and stay in these spaces.

According to the data in the National Information System for Energy Management (ISGE), in 2010 the Republic of Croatia had recorded 13.8 million meters square of useful surface area of buildings in the public sector. Of this figure, the heated useful space amounted to 43.9%.

The Government of the Republic of Croatia adopted in 2013 the Programme of energy renovation of buildings in the public sector for the period 2014 – 2015, with the Environmental Protection and Energy Efficiency Fund responsible for its financing. For the implementation of projects worth HRK 344 million, the Fund provided grant funding of HRK 155 million.

Since 2016, the renovation of public buildings has been financed from RU funds under the Operational Programme Competitiveness and Cohesion, and so far, through several Calls for Proposals, approx. 1.491 billion kunas has been allocated for energy renovation of 871 buildings. the Environmental Protection and Energy Efficiency Fund – the Energy Efficiency Sector, had the role of expert support to the applicants who wanted to apply their projects, and by providing technical verification they helped the applicants correct any errors and possible shortcomings in the documentation.

It is predicted that the programme of financing will continue in the period until 2030 through EU funding, and through the energy service model (ESCO model).
