Incentives for house power plants from 2025 available from 6 June through e-FZOEU

Based on the Indicative Plan of public calls and calls for proposals published at the end of last year, on 7 May the Environmental Protection and Energy Efficiency Fund posted on its website a Public Call for Incentives for the installation of PV power plants on family houses. As of 9:00 on 6 June 2025, citizens can start submitting applications for the reimbursement of part of the funds they invested in photovoltaic power plants on their family houses through the e-FZOEU information system. The Fund will co-finance up to 50 percent of the investment, i.e. 600 euros per kW of the rated power of the power plant.

 

This public call is intended exclusively for citizens who have installed or plan to install their power plants and for which the distribution system operator (HEP ODS) will issue a certificate for permanent operation in 2025.

 

Provided that both the installation and connection to the grid are carried out in 2025, to be eligible for reimbursement, applicants must prove proper ownership, legality of the property, and have registered permanent residence at the address of the house on whose roof the photovoltaic panels are installed. Citizens who meet the conditions of the Call will be paid incentives within 30 days of the decision on financing, based on invoices and other documentation that they need to submit together with the application.   

 

EUR 10 million has been provided for this call and in case of great interest, the Fund will mobilise additional resources.  

 

After analysis of the financing schemes so far and the available information on the needs of citizens, the Fund will publish a second call in the fall that will finance PV plants installed and put into operation in 2024. All these actions are a follow-up of the programme for co-financing photovoltaics that started in 2023 and continued through the Public Call for the energy renovation of family houses in 2024, with a record budget of 120 million euros.

 

The use of solar energy is an important step towards a sustainable and energy independent Croatia. With an average of 2,000 hours of sunshine in the continental and up to 2,700 hours in the coastal area, there is significant potential for further investment in PV solar technologies. Therefore, the Fund continuously encourages the installation of such systems, making it not only easier for citizens to switch to renewable energy sources, but also increase their energy independence. Owing to these incentives, in the last two years alone almost 5,600 PV power plants have been installed on family houses throughout Croatia, and 2,500 new systems are expected to be put into operation during 2025. These projects directly contribute not only to the green transition but also reduce energy costs in our households.
