Public Call worth HRK 300 million for the energy renovation of houses

Today the Environmental Protection and Energy Efficiency Fund launched the Public Call for energy renovation of family houses. “Last year we allocated the resources for the renovation of 3100 houses, and this year there should be even more as we have earmarked HRK 300 million for this purpose. The public call with all the details was posted today on our website, and the submission of applications will start on 14 October at 9 o’clock,” said Siniša Kukić, the director of the Fund, upon the launch of the call.    

Apart from a comprehensive energy renovation, independent renewable energy systems, including PV power plants, are also financed under this call, the difference being in the percentage of co-financing and the minimum energy category of the house applying for the renovation. 

Thermal insulation of the building envelope or a comprehensive energy renovation will be financed for the houses with poorer energy performance, energy category D or lower in the continental part of Croatia, or energy category C or lower in the coastal part of Croatia. The rate of co-financing amounts to up to 60% of grant funding, where thermal insulation of some of the elements of the building envelope (exterior walls, roof, floor, or windows) is a mandatory measure eligible for a maximum of HRK 120,000. However, it is advisable to carry out a comprehensive renovation, meaning the project should also include the installation of one type of RES system, in which case the maximum incentive can amount to up to HRK 204,000. 

The funding for the installation of  these systems will also be available for the houses with better energy performance not requiring energy renovation. These are the houses falling in the energy category C or higher in continental, or in the category B or higher in coastal Croatia, and they will be eligible for the rate of co-financing of up to 40, 60 or 80% for the renewable energy systems, depending on the location of the house. 
Regardless of the planned measures, the eligible applicants to the Fund’s call are, as has been the case so far, citizens who are owners or co-owners of houses with the surface area of up to 600 m2 or up to 3 dwellings, with more than 50% of the surface area intended for living. The mandatory condition is to obtain consent from other co-owners and have permanent residence at this address  registered no later than 30 days before submitting the application, which is this year possible solely through the online application process. 
 
The interested citizens are invited to first create their account in the e-Applications system so that once the submission of applications starts, they could log in, enter the required information, and upload the mandatory documents. The application process is finished by confirming the entered information and documents, while the record of received applications is created according to the time of their receipt.

Apart from the compulsory documentation, the applicants have to prepare IDs scans of house co-owners, the land registry certificate, and valid proof that the family house was built in compliance with the Building Act. Key documents also include the energy audit report and a valid energy performance certificate for the family house, based on which a detailed quote or bill of quantities from the contractor or supplier has to be drawn up. Photo documentation also has to be submitted proving the existing situation of the family house and the main design if the measures requiring the main design are being implemented. For the application process itself, citizens can request expert assistance that will be co-financed with up to 500 kuna. 

With the aim of ensuring that all interested parties are well-informed about the conditions of financing, it is planned to hold around 20 informative workshops across Croatia. Presentations and materials from the workshops will be available on the Fund’s website together with FAQs. In this way we want to ensure that as many as possible submitted applications are regular to have the best possible utilisation of available funds. 

The Public Call was launched after the Croatian Government adopted the Decision on the extension of the Programme of energy renovation of family houses, prepared by the Ministry of Construction, Physical Planning and State Assets. The goal of the measures that are being co-financed is to reduce the energy required for heating and cooling of dwellings, and to increase the use of renewable energy sources in family houses, which will be conducive to improving the quality of life and reducing the costs for the citizens. The resources for the implementation of this programme have been earmarked by the Ministry of Economy and Sustainable Development under the Plan of use proceeds from GHG allowances auctions. Continuation of co-financing of these measures is envisaged in the Integrated National Energy and Climate Plan, as well as in the EU climate policy, and it is planned to continue with the programme next year. By having an ongoing programme, we believe that all interested citizens will have the opportunity to implement the planned projects and improve the quality of their lives, thus contributing to the national energy savings and use or renewable energy sources goals.
