Systematic energy management

The Energy Efficiency Act in accordance with Directive 2012/27/EU of the European Parliament and of the Council of 25 October 2012 on energy efficiency specifies the system of obligations and calculation methods of energy savings in all sectors of energy consumption. Special focus is placed on the planning and monitoring of consumption, i.e. systematic energy management, and imposes an obligation on the public sector to manage energy and water consumption in an energy efficient manner. In addition, counties and big cities have the obligation to adopt the 3-year energy efficiency action plan and the annual energy efficiency plan, in which they will define the implementation of the policy to improve energy efficiency in the area that is under the competence of the county or big city. 
The centre for the monitoring of operations and investments in the energy sector has been appointed the National Energy Efficiency Coordination Authority, and its authority in the implementation of energy efficiency policy has been explained.
What is systematic energy management?
If we wish to reduce energy consumption to the lowest possible level, energy management has to be a continuous and systematic process. Systematic energy management means monitoring energy consumption in a predefined manner, so that at any given moment we can give an answer to the following questions: 
  • WHERE do we spend energy? – Structures such as office buildings, kindergartens, schools, museums, public buildings, hospitals, etc. 
  • HOW do we spend energy? – HVAC systems, lighting, food preparation, etc.
  • WHICH energy generating products do we use? – Electricity, gas, fuel oil, wood, thermal energy, and water is also considered to be an energy generating product.
  • HOW MUCH energy do we consume? – How much kWh of electricity and heating energy, litres of fuel oil, m3 of gas and other energy generating products, and what are the costs of these energy generating products.
  • WHO oversees energy management? – The EE team (the energy efficiency team) at the level of towns, counties and ministries, or technical staff and janitors at individual facility level.
  • HOW to manage energy? – By weekly and monthly monitoring and analysis of energy consumption through the Information Energy Management System (IEMS), by planning and implementing energy efficiency measures, and continuous education and motivation of the EE team and all employees.
Through its programme of financing, the Environmental Protection and Energy Efficiency Fund has so far co-financed the preparation of energy efficiency programmes and plans of the local and regional self-government units.
