Additional appropriations approved from NPOO for programmes monitored by Fund’s Intermediate Body

08.12.2023.

At the meeting of the Economic and Financial Affairs Council of Ministers in Brussels, the Annex to the National Recovery and Resilience Plan was officially approved, and it is now worth as much as 10 billion euros.

As an implementing body, the Fund monitors and controls projects under subcomponent C1.2. Energy transition for a sustainable economy and C1.3. Improvement of water management and waste management and Initiative C6.1. Renovation of buildings.
16 calls have been published so far under these programmes, while 4 upcoming calls have been announced. 1114 applications have arrived and so far 215 contracts worth about 426 million euros have been concluded, the implementation of which is monitored by the Fund.

Croatia is the first country in the EU to which more than 50% of the available funds from the Recovery Plan have been disbursed in the first two years of its implementation. The current value of the NPOO represents 14.6% of Croatia’s 2022 GDP, the highest percentage in the entire EU, and clearly illustrates the importance of this financing for our economic growth and development.

Of the EUR 10 billion, pre-financing in the amount of 585 million euros will soon be transferred to the State budget. 2.03 billion euros have been earmarked for investments and reforms related to the renovation of buildings and green urban reconstruction, of which 1.525 billion euros for the reconstruction of buildings damaged by the earthquake, 454 million euros for buildings undamaged in earthquakes, and the rest on other reforms and investments under the initiative C6.1 Reconstruction of buildings. The plan is to rebuild almost 675,000 m2 of buildings damaged in the earthquake and almost 1,195,000 m2 of buildings undamaged in the earthquake. The remaining part of the allocation from this initiative, almost EUR 25 million, will be used to introduce a new model of green urban renewal strategies and to implement pilot projects for the development of green infrastructure and circular space and buildings management.
