Programme for promoting research and development activities in the field of climate change

On 26 November 2014, the Government of the Republic of Croatia adopted the Plan for the utilisation of proceeds from allowances auctions in the Republic of Croatia for the period 2014 – 2016 (OG 140/14), providing for the financial resources to mitigate the impacts of climate change, and reducing the emissions of greenhouse gases with the mitigation and adaptation measures. In a number of the defined sector measures, it is also envisaged to promote the activities related to research, development, and professional assistance in said areas, for which HRK 45 million have been allocated over a 3-year period.
 
The Plan, whose implementation is under the competence of the Ministry of Environment and Energy and the Environmental Protection and Energy Efficiency Fund, defines the basic model of financing research and development activities by means of the legal and institutional infrastructure of the state institutions specialised for the financing of scientific and expert studies (Croatian Science Foundation), under the competence of the Ministry of Science and Education.
 
At its 264th session held on 5 November 2015, the Government of the Republic of Croatia enacted the Decision on adoption of the Programme for stimulating research and development activities in the field of climate change in the period 2015 – 2016. The funding for the implementation of this Programme, under the Plan for the utilisation of proceeds from allowances auctions in the Republic of Croatia in the period 2014 – 2016, will be secured by the Environmental Protection and Energy Efficiency Fund, and it is implemented by the Croatian Science Foundation.
 
The goal of the Programme is to provide support to research and development activities in the field of climate change mitigation and adaptation. By developing a more active approach of the research community in resolving the problems of national importance related to climate change and related measures, with special focus on energy efficiency and cooperation among different sectors,  focus in put on the development of a sustainable society.
 
The Programme envisages financing of the scientific and research activities to respond more promptly to the climate change challenges. It is expected that the implementation of the Programme will result in analyses and proposals for innovations to increase energy efficiency and use of renewable energy sources, as well as the proposals to reduce GHG emissions in the industry, agriculture, and other sectors. At the same time, the programme should contribute to more efficient predictions and prevention of the consequences of severe weather conditions caused by climate change.
