End-of-life vehicle management fee for vehicle registration purposes

In accordance with the provisions of the Waste Management Act (Official Gazette 84/21 and 142/23), and the Ordinance on the management of special categories of waste in the system of the Fund (Official Gazette 124/23), on 1 January 2025 the Environmental Protection and Energy Efficiency Fund established the Register of Producers with Extended Responsibility (RPPO).

Accordingly, from 31 March 2025, the reporting of data for the calculation of the waste management fee for vehicles by citizens who introduce/import vehicles into the Republic of Croatia for the purpose of vehicle registration, is done exclusively electronically through a digital RPPO form, instead of through the Customs Offices as was the case so far.

The RPPO can be accessed on the link RPPO - Register of Producers with Extended Responsibility or Home - gov.hr , Service Catalogue: Finance and Taxes.  
To use the RPPO, you must activate the user mailbox in the e-Citizens system, and the login itself is done through the NIAS system, using a credential with a high or significant level of security (e-ID card, m-Token, Internet banking). Detailed instructions on the use of the RPPO can be found in the User manual.

After entering data into the RPPO on the imported/introduced vehicle, a decision is generated in the system, which the citizen receives in the e-Citizens user mailbox, and which is also visible in the RPPO app. The correction of data in the decision on the importer/introducer, chassis number, weight, or vehicle category is also done through the RPPO, regardless of whether the decision was issued by the Customs Administration or through the RPPO.

After payment has been made against the issued decision, the confirmation of payment must be uploaded to the RPPO. The Fund verifies the uploaded payment confirmation, and then a notification is sent that the registration procedure can start.
For vehicles purchased in the Republic of Croatia from the seller, the waste management fee for vehicles is paid by the person who imported or introduced the vehicle. As was the case so far, the seller is obliged to state the amount of the paid management fee on the invoice. In the registration process, verification is made against the vehicle chassis number in the CVH.STP system, that the management fee has been calculated and paid. If the vehicle management fee has been calculated and paid, the app creates a certificate of vehicle management fee payment and citizens can register the vehicle.

NB: the condition for the first-time registration of a vehicle in the Republic of Croatia is paid vehicle waste management fee  
Registration is possible:
      • On the same (work) day - after the Fund’s employees verify the uploaded (by 14:30) confirmation of payment of the fee,
       • By recording payment to the Fund’s business account, as follows:
          - for payments made by 14:00 on the next workday  
           - for payments made after 14:00 on the next workday + 1 day
 
  • Registered business entities - Legal entities and natural persons-trades  

As of 31 March 2025, the submission of data to the Fund by natural persons - citizens, legal persons, and natural persons-trades for the purpose of calculating the waste management fee for motor and electric vehicles and obtaining a decision, is carried out exclusively electronically in a digital form through the Register of Producers with Extended Responsibility (RPPO)

The RPPO can be accessed through the Fund's website, i.e. through the links RPPO - Register of Producers with Extended Responsibility, and from 31 March 2025 also through the Catalogue of Services on the e-Citizens website, Finance and Taxes, through the link Catalogue of Services - gov.hr.

Legal entities and natural persons-trades are obliged to report to the Fund through the RPPO the chassis numbers, vehicle category and weight and the number of tyres of imported or introduced vehicles no later than by the 20th of the month for the previous month, and pay the management fee by the end of that month on the basis of the received decision.
The accounting period for determining the liability is one month.
Data on vehicles imported/introduced during one accounting month do not have to be submitted all at once, as it is possible to submit several incomplete reports. Based on each submitted report, a decision is generated, with each subsequent decision being supplementary.

Payment of the vehicle waste management fee is a requirement for the first-time registration. Until the RPPO system is upgraded, during the registration process the Technical Inspection Station shall check against the chassis number whether the vehicle's chassis number is registered in the RPPO and whether the management fee for that vehicle has been charged.  If the management fee for vehicles has been charged and paid and the decision issued, the system generates a certificate of paid management fee for vehicles and citizens can register the vehicle. The deadline for the management fee payment is the last day of the month for vehicles imported/introduced in the previous month.  

By upgrading the RPPO system, the certificate of paid management fee for vehicles will be created upon the recorded payment of the management fee in the Fund's business records, and persons liable to pay the management fee will be informed in a timely manner. Legal and natural persons - trades who introduce/import vehicles into the Republic of Croatia are obliged, as before, to state the amount of the management fee on the invoice when selling vehicles. Bear in mind, however, that the certificate of paid management fee for vehicles is also required for vehicle registration.

With the entry into force of the Ordinance on the management of special categories of waste in the system of the Fund (OG 124/23) for vehicles in categories L, M1 and N1 respectively, used for special purposes in accordance with the regulation on type approval, the obligation to pay the waste management fee for vehicles ceases to exist. The exemption from the obligation to pay the waste management fee for vehicles in the foregoing categories is regulated by Article 8(6) and (7) of the Ordinance, while the special purpose of vehicles is specified in regulations governing type approval, the State Office for Metrology grants them such status. Article 44 of the Ordinance on conformity assessment of motor vehicles and their trailers (Official Gazette 80/13, 97/14, 60/16, 2/19, 100/20, 150/22) lays down vehicles that are exempt from the conformity assessment procedure, and if a document on exemption from conformity assessment has been issued for the vehicle, this proves that it is a special purpose vehicle and can only be registered as such without proof of payment of the waste management fee for vehicles.
