€108M Allocated for Apartment Building Energy Renovation

Today, representatives of 92 multi-residential buildings were awarded contracts for the co-financing of energy renovation projects, for which €107.83 million in grants have been secured from the Recovery and Resilience Facility.

At the ceremonial event, the contracts were handed over to the beneficiaries by Prime Minister Andrej Plenković, Deputy Prime Minister and Minister of Physical Planning, Construction and State Assets Branko Bačić, and Director of the Environmental Protection and Energy Efficiency Fund Luka Balen. “It is truly great that we have the opportunity to hand over both decisions and contracts, 92 in total, worth almost €108 million. This confirms the commitment of the Croatian Government to energy renovation and energy efficiency efforts,” said Prime Minister Plenković in his opening address.

The contracts were awarded under the call for proposals of the Ministry of Physical Planning, Construction and State Assets “Energy Renovation of Multi-Residential Buildings” from March 2024. The call co-financed the preparation of project documentation and the energy renovation of existing multi-residential buildings that were not damaged in earthquakes, as well as those damaged in the earthquakes of March 22 and December 28-29, 2020, located in Zagreb, Krapina-Zagorje, Zagreb County, Sisak-Moslavina, and Karlovac Counties, which in the meantime had already undergone post-earthquake reconstruction.
“For this program, which originally amounted to around €101 million, 565 building managers or co-owners’ representatives applied. Since the total value of applications significantly exceeded €101 million, today we have defined the first 92 projects to be financed,” explained Minister Bačić, adding that funds will also be secured for the remaining 291 projects on the reserve list.

“The Government of the Republic of Croatia, through the Ministry of Physical Planning, Construction and State Assets and the Environmental Protection and Energy Efficiency Fund, has secured significant funding for these projects from European Union funds via the National Recovery and Resilience Plan and the Operational Programme Competitiveness and Cohesion,” said Fund Director Luka Balen. He emphasized that this program is not only an investment in buildings but also in the quality of life of citizens. “The contracts we are awarding today will bring numerous benefits - lower utility costs for residents, greater comfort of living, reduced CO₂ emissions, and long-term preservation of property value,” Balen added.

For energy renovation projects, it was possible to obtain 60% to 80% of eligible investment costs. The implementation of energy efficiency measures will result in annual savings of 71.45% in the required thermal energy for heating compared to the state prior to renovation.

According to the Long-Term Strategy for the Renovation of the National Building Stock until 2050, the renovation of residential and non-residential buildings, both public and private, is planned with the aim of transforming them into highly energy-efficient and decarbonized buildings. By then, all buildings should have nearly zero energy consumption or high energy efficiency, while the annual renovation rate is expected to increase from 0.7% to 3% by 2030, which means the renovation of 30 million square meters of buildings. A particular emphasis is placed on increasing seismic resilience, in the context of the earthquakes that struck Croatia in 2020.
