Conditions and criteria for co-financing energy-efficient vehicles for companies

11.08.2025.

The Environmental Protection and Energy Efficiency Fund has published the conditions and criteria for the announced programme of co-financing energy-efficient vehicles for legal entities and trades worth EUR 21.2 million.

In view of increasing investments in the green transition, the electrification of the fleet is being more and more recognised as not only an environmentally responsible, but also an economically viable investment, and individual companies will be eligible for as much as 90,000.00 euros of co-financing.  Traffic has a significant impact on CO2 emissions and air quality, and this programme is aimed exactly at reducing these emissions. Interested companies, legal entities and trades can thus expect that, with the Fund's resources, the investment in zero-emission vehicles will be paid off significantly faster through savings in fuel and maintenance costs.

As in the previous co-financing programme, the Fund will provide beneficiaries with up to 2,500 euros for L category of vehicles, and up to 9,000 euros per vehicle for M1 and N1 categories, i.e. 40% of its value. It should be noted that the price of vehicles in L and M1 categories must not exceed 50,000 euros without VAT. In the case of the purchase of vehicles in M2, M3, N2 and N3 categories, up to 40% of the amount will be co-financed, and in addition to electric vehicles, funds will also be available for FCVs (hydrogen vehicles). An individual legal entity will be able to apply for more vehicles, with the maximum amount of co-financing under this call being 90,000 euros. The application for co-financing will be conducted solely online, through the eFZOEU and NIAS system. Companies can also appoint a proxy to submit the application on their behalf, who must have a special power of attorney, certified by a notary public. In the case co-financing is approved, the beneficiaries will be able to claim the cost of purchasing and paying for the vehicle incurred as of 8 August 2025. Also, the cost of the advance payment for the purchase incurred and paid no earlier than 1 January 2025 will be recognised.  A vehicle that has been paid in full before 8 August 2025 is not eligible for co-financing. The deadline by which all vehicles should be purchased or paid is 31 May 2026. The beneficiary who qualified for the grant will be obliged to submit annual reports to the Fund for a period of 3 years from the date of reimbursement, through which they will prove that the vehicle is still in their ownership and that they regularly settle the costs of leasing, i.e., after the lease has been repaid, that they have acquired ownership of the vehicle.

Although the call is intended for legal entities, companies registered for the carriage of goods by road and taxi companies will not be able to apply for co-financing. For these companies, the Ministry of Environmental Protection and Green Transition is preparing a special programme worth 45 million euros, which will be financed under the Modernisation Fund. In addition, an additional EUR 45 million is planned to be allocated to the decarbonisation of transport through financial instruments, as part of a project on which the Ministry is cooperating with the Croatian Bank for Reconstruction and Development.
