Dedicated meeting of CCE group on novelties in cooperation with municipal companies

Today, at the meeting of the group responsible of for street cleaning services and municipal waste management, which was organised by the Croatian Chamber of Economy, deputy director of the Fund, Mirko Budiša, presented the novelties for the Fund in the context of waste management projects.

"The waste management system is a living organism expected to improve constantly, and there are also ongoing changes to which we have to adapt," said Budiša, specifically referring to the decision of the Constitutional Court that prompted the amendment of the 2019 Decision on the order and dynamics of landfill closure. "With this amendment, local units where landfill remediation takes place, and which accept waste from other local units that have already closed their landfills can get 90% of co-financing. This will cover most of remediation costs, as well as the costs of purchase of equipment incurred since October this year," Budiša explained. He added that the first step would be a detailed Instruction that the Fund should publish on its site soon. "A new Ordinance on the management of special categories of waste that are in the Fund’s system has also been adopted aligning it with European directives, especially those for packaging waste and light plastic products. In accordance with the law and based on the expert underlying documents that are currently being prepared, we will propose a model of payment to utility companies for the service of collecting recyclable, mainly packaging waste," he announced. The aim of all these changes is to further encourage circular economy and the use of waste as a valuable resource.

The meeting was held in Dubrovnik gathering more than 200 participants from 90 companies - group members, as Marija Šćulac, director of the Sector for Industry and Sustainable Development, pointed out in her welcome speech. "Waste management touches the lives of each and every one of us and is an important topic both in Croatia and in the EU. We appreciate the responsibilities of utility companies, and in this way the Chamber tries to encourage dialogue with institutions," said Šćulac.

A dialogue will also be held on the topic of amendments to the Waste Management Act. Aleksandra Anić Vučinić from the Faculty of Geotechnical Engineering, University of Zagreb, presented the results of the research to all group members, currently providing service to 1.2 million households. The research resulted in concrete proposals that will be sent to the competent Ministry, all with the aim of optimising certain provisions and adapting to real situations in the field.

On behalf of the Ministry of Economy and Sustainable Development, Mario Roboz presented the planned novelties in the legal framework and adjustments that are necessary for the Republic of Croatia's accession to the OECD.
