As part of the 10th package of the Croatian Government’s measures to help citizens and the economy, in cooperation with the Ministry of Environmental Protection and Green Transition the Fund will continue to promote investments in renewable energy sources and energy storage systems in households. The goal of the €38 million-worth programme is to strengthen the resilience of citizens to the energy crisis and accelerate the green transition."The Fund has put the proposal of the text of the call to public consultation for a period of 30 days, so that all interested parties can acquaint themselves with the conditions and criteria for exercising the right to incentives. We will consider the comments we receive and take into account those that would further improve the effectiveness of the programme as well as its availability to the broadest possible range of citizens," said minister Marija Vučković at the press conference.
The director of the Fund, Luka Balen, pointed out that in line with the budget of 38 million euros, for the first time and in addition to incentives for the installation of RES systems, citizens can also be granted funds for the installation of battery storage systems. The available funds are allocated to different measures, so 10 million euros have been provided for heat pumps for heating domestic hot water and heating/cooling of spaces, 20 million for photovoltaic power plants, and 8 million euros will be granted for battery systems, but only as an additional measure to PV plants.
Citizens can obtain up to 50% co-financing of eligible costs, while households at risk of energy poverty can receive up to 70%, depending on the total amount of household income. Taking these percentages into account, the amount of support for heat pumps ranges from 6,250 to 8,750 euros; for the installation of PV plants from 6,000 to 8,400 euros; while for battery systems this amount is in the range from 5,600 to 7,840 euros.
"I would especially like to highlight the social component of this public call, as it includes households at risk of energy poverty. We are providing a higher level of co-financing to those citizens, up to 70 percent, whereby we want to make the energy transition a right available to everyone, not a privilege," said director Balen, pointing out that over the past few years, the Fund had co-financed the installation of about 15 thousand PV plants on family houses.
Žarko Latković, the head of the Fund's Energy Efficiency and Renewable Energy Sources Department, explained that eligible applicants to the call were citizens who were owners or co-owners of family houses with registered residence in them, provided that the building is legal and meets the prescribed technical requirements. In the case of installation of heat pumps, the house must have an appropriate energy class, i.e. at least C in continental or B in coastal Croatia. At the press conference, minister Vučković also presented the Call for grants from the Modernisation Fund - decarbonisation and modernisation of heating and/or cooling systems worth EUR 80 million, intended for undertakings. The aim of this call is to invest in the production and storage thermal energy from renewables, increase energy efficiency, and reduce the use of fossil fuels in existing heating systems. Applicants can receive grants of up to €30 million, depending on the type of measure and the size of the company.
The conference was also attended by State Secretary Tanja Radić Lakoš, deputy director of the Fund Mirko Budiša, director of the Climate Transition Directorate Mario Stipetić, director of the Directorate for Energy Efficiency in Buildings Sector, European Union Projects and Programmes at the Ministry of Physical Planning, Construction and State Property Irena Križ Šelendić, director of the Energy Directorate of the Ministry of Economy Željko Krevzelj, and head of the Energy Efficiency Sector of the Fund Ines Božičević.
