The asbestos-cement products factory in Vranjic, today the company Salonit d.d. in bankruptcy, began operating in 1921, and ceased to operate in 2006, when bankruptcy was declared. From the very beginning of the factory's operation and during its many years of production until the beginning of the 1980s, tightly bound asbestos and asbestos-cement waste was disposed of at two locations in the vicinity of the factory itself (in an excavation pit where a football pitch was located, and by backfilling the Kosica peninsula).
Long-term waste disposal along the seashore across the factory along the Solin-Vranjic road created today's plateau that forms the "Kosica" peninsula. The mainland part of Kosica is polluted with asbestos and covers the surface area of approx. 1.46 ha, while pollution in the sea extends over an area of about 4.84 ha.
In the Waste Management Plan of the Republic of Croatia for the period 2017 - 2022, the Kosica peninsula was highlighted as a "hot spot" and on 14.12.2018, the then Ministry of Environmental Protection and Energy issued a Decision on remediation.
Remediation activities were divided into three phases: Phase I: preparation of initial and investigation works on land and sea and development of variant conceptual solutions with investment assessment - carried out by the City of Solin
Phase II: preparation of study and project documentation necessary for obtaining permits - carried out by the Fund Phase III: execution of remediation works - works in progress
The remediation of the terrestrial part of the peninsula began on 15 May 2026 and is carried out by infilling and compacting the material from the road towards the sea, while the remediation of the seabed involves the placement of a geosynthetic sand carpet on the seabed and covering it with stone aggregate. The construction site is under a controlled access regime, the works are carried out by trained employees with the prescribed protective equipment, while the quality of the air and the environment is continuously monitored through a system of expert supervision.
During the clean-up of the terrain and all other works, it is prohibited to excavate the soil/material on the part of the peninsula where asbestos pollution has been determined by investigation works, in order to avoid the release of asbestos particles into the air and to minimise the impact on the environment.
The first test that was carried out by an authorised laboratory after the start of the works showed there were no asbestos particles in the air, i.e. that the value of asbestos particles in the air is zero.
The total deadline for the execution of works is 12 months, and the project, in accordance with the spatial planning documentation, also envisages the construction of a pedestrian path on the Kosica peninsula.
The remediation project for this location has been applied for EU funding under the National Recovery and Resilience Plan and has been approved for co-financing in the amount of € 5,700,000.00 through the direct allocation of funds from the Recovery and Resilience Facility.
The co-financing agreement was concluded on January 23, 2026.
