State aid grantor is the central state administration body, unit of local and regional self-government, and any legal person granting state aid.
State aid beneficiary is any legal or natural person that, in performing economic activity, takes part in the goods and services transactions and receives state aid, regardless of its form and purpose.
State aid can be granted in accordance with the state aid programme or can be granted as individual aid. The state aid programme is an act based on which, without the need for additional implementing measures, individual state aid is granted to undefined state aid beneficiaries, and also an act based on which state aid that is not defined in advance for any specific project is granted to one or more state aid beneficiaries for an indefinite period of time and/or in unspecified amount.
Small amount of state aid (de minimis aid) is also granted by the state administration bodies and units of regional and local self-government, and they are characterised by the fact that they do not cause market distortion. Pursuant to the Commission Regulation No 1407/2013 of 18 December 2013 o on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid, the total amount of de minimis aid granted to one user shall not exceed the ceiling of EUR 200 000 during three fiscal years.
