Register of Producers with Extended Responsibility (RPPO)
The Register of Producers with Extended Responsibility (RPPO) is an electronic database containing data on manufacturers/producers, products and quantities of products placed on the market under the Waste Management Act and the Ordinance on packaging and packaging waste, single-use plastic products and fishing gear containing plastic and the Ordinance on the management of special categories of waste in the Fund's system.
For products which are subject to payment of the waste management fee, as well as the packaging in which they are packaged, and which were placed on the market of the Republic of Croatia concluding with 31 December 2024, they shall be reported to the Fund as before, in the prescribed report forms and deadlines, by sending them to the Fund's e-mail address [email protected], or by post to the address Radnička cesta 80, Zagreb. On the basis of the submitted information, the Fund issues a Decision, which is delivered by registered mail to the address of the registered office or permanent residence.
At the beginning of 2025, the Environmental Protection and Energy Efficiency Fund introduced the Register of Producers with Extended Responsibility (RPPO), a digital database that replaces the current method of reporting by post or e-mail.
All persons subject to payment - both existing and new, are obliged to register with the RPPO during January 2025, via the RPPO application form that opens when accessing the RPPO.
For EE equipment, batteries, oils, single-use packaging, single-use plastic products listed in List E of Annex III to the Act, and fishing gear containing plastics, vehicles and tyres placed on the market of the Republic of Croatia as of 1 January 2025, the submission of data through the RPPO digital forms is mandatory:
• EE equipment manufacturer report
• Battery producer report
• Lubricating oil producer report
• Single-use packaging manufacturer report
• Reusable packaging report
• Report on the type and quantity of single-use plastic products
• Tobacco filters manufacturer report
• Fishing gear manufacturer report
• Vehicle manufacturer report
• Tyre manufacturer report
With the introduction of the RPPO, the accounting period for all products for which there is an obligation to pay the waste management fee is one month, and the deadline for reporting data to the RPPO is by the 20th of the current month for the previous month. The time limit for payment of the determined waste management fee is the end of that month. The exception is reusable (returnable-reusable) packaging, where data is reported annually, and the time limit for submitting data to the RPPO is January 20th of the current year for the previous calendar year.
Specifically, this means that the person subject to payment is obliged to report the products and packaging for which the payment of the waste management and deposit return fee is prescribed, and which they placed on the Croatian market in January 2025, through the RPPO by 20 February 2025 and is obliged to pay the charges by the end of February 2025.
To access the RPPO service, you must use credentials of a high level of security or a significant level of security. A detailed description of the process of registration in the RPPO system and using the application is described in the User manual, in the chapter “Logging in to the system”.
To use the RPPO, you must activate the user mailbox (KP) in the e-Citizens system. The user mailbox is activated automatically by accepting the general terms and conditions of use of the e-Citizens portal. For the purpose of obtaining decisions and other acts of the Fund, you can register your personal e-mail address in the e-Citizens portal.
RPPO users who are already signed in to the e-Citizens portal, but have not yet activated the KP, are obliged to do so by logging in to the user mailbox service and accepting the e-Citizens portal general terms and conditions of use.
When logging in to the RPPO system for the first time, the user accepts the General Terms and Conditions of the RPPO, registers and the system assigns him a unique registration number.
By accepting the general terms and conditions of the RPPO, the user also accepts the electronic method of receiving decisions and other acts of the Fund in the user mailbox of the e-Citizens portal and personal e-mail, if you have registered it.
If the user logs in the system on behalf of a business entity for which he was granted authorisations, he logs in through his own profile and selects the name of the business entity on whose behalf he is logging in and accepts the General Terms and Conditions of the RPPO within his user role.
If the user is a representative of several foreign manufacturers (authorised representative of a foreign manufacturer), the process of registration and acceptance of the general terms and conditions of the RPPO should be completed for each manufacturer respectively.
The user who is an authorised agent of a foreign manufacturer proves his authorisation when registering in the RPPO system by uploading documents to the RPPO (statements, powers of attorney) that the Fund must approve.
If a foreign manufacturer has ceased to exist or has changed its authorised representative, the authorised representative is obliged to immediately notify the Fund thereof through the RPPO.
Impersonation and unauthorised access to KPs of other persons and all actions that may cause unauthorised modification of data and interference with communication through the KP are prohibited.
The content of KP messages is available exclusively to users and their representatives, i.e. proxies.
In the case of change in contact details of the person obliged to register in the RPPO system, the user undertakes to immediately personally change the data in the RPPO system.
The user is responsible for the conscientious use and safeguarding of his credentials. In addition to the user manual, information on this topic is available on the Fund's website Digital RPPO form | FZOEU.
