The Ministry of Physical Planning, Construction and State Assets has published a Call for grant funding for the "Pilot Project for the development of green infrastructure and/or circular management of space and buildings" NPOO.C6.1.R5.02.

This Call, which was reopened on 10 May 2024, offers the possibility of using professional/technical assistance from the Environmental Protection and Energy Efficiency Fund (EPEEF) - Environmental Protection Sector.
The use of technical assistance is not mandatory for applying to the call, but it is available to all potential applicants and is free of charge*.

An allocation of EUR 15,500,000.00 has been secured, and grants will be awarded from the Recovery and Resilience Facility under the “NextGenerationEU” instrument.
The aim of the Call is the implementation of pilot projects at local level that were identified in the Green Urban Renewal Strategies. Pilot projects must be connected to the guidelines of national programmes for the development of green infrastructure in urban areas and/or circular management of space and buildings. Pilot projects will seek to integrate solutions for achieving the goals of green infrastructure development (and the integration of NBS - nature based solutions), improving the circular management of space and buildings, achieving energy efficiency goals, adapting to climate change (developing resilience to climate risks) and strengthening risk resilience.
Eligible applicants are local self-government units and the City of Zagreb, and each applicant can submit one project proposal under the Call.
Funding rate - 100%.
The maximum amount per project is EUR 1,061,782, while the minimum amount is EUR 265,445.60.
Projects will be evaluated according to the eligibility and selection criteria, of which there are 19. The minimum number of points that the project needs to achieve to pass is 41, and the maximum is 100.

- green infrastructure in public spaces,
- green infrastructure on the plot on which public and civic buildings are built,
- green roof, façade, urban garden, etc. in public or civic buildings,
- reconstruction and fitting out of a building that is not in use and bringing it to its purpose,
- preparation of project and other documentation,
- preparation of an energy audit and energy performance certificate after the circular renovation of the building,
- the cost of engineering/design supervision,
- the cost of the occupational safety coordinator,
- project management and administration,
- project promotion and visibility activities,
- horizontal activities.
