Financing the costs of collection and takeback of recyclable municipal waste whose streams consist mainly of packaging waste and the overall costs of management of packaging waste collected as part of the public municipal waste collection service
The Environmental Protection and Energy Efficiency Fund (hereinafter: the Fund) finances the costs of collection at the user's billing point and takeback at the civic amenity site (recycling yard) of recyclable municipal waste whose streams consist mainly of waste packaging.
In addition, the Fund finances to the public service providers collecting municipal waste the overall cost of management of waste packaging collected as part of providing the public service of municipal waste collection, where this fee covers the costs of sorting, transport for treatment, disposal and/or energy recovery, all taking into account the value of the waste material from which the waste packaging is made.
In the case of a positive value of waste packaging, the public service provider pays the price to the Fund for taking this packaging for treatment, and in the case of a negative value of waste packaging on the market, the Fund pays the provider of the public service of municipal waste collection for the cost of treatment of waste packaging.
In this regard, the Fund publishes the Decision on the structure of the costs of financing the service of separate collection at the user's billing point and takeback at the civic amenity site of recyclable municipal waste and the Decision on fees to which public service providers are entitled to cover the costs of the waste packaging management service, collected as part of the public municipal waste collection service.
Example of collection and takeback calculation

The mass of waste packaging for which the Fund finances the entire cost of waste packaging management (sorting, transport for treatment, disposal and energy recovery, taking into account the value of waste packaging) is calculated by multiplying the quantity of recyclable municipal waste for which the Fund pays the cost of collection and takeback by type of material by the corresponding coefficient for a certain type of material.
The amount of the cost of treatment of waste packaging or the price of taking over waste packaging for treatment is determined by the Fund in separate decisions depending on market trends, and these decisions are published on the Fund's website.
