Applications for energy efficient vehicles

The submission of applications to the Public Call for co-financing energy efficient vehicles starts on 15 October at 9:00. The allocated funding amounts to EUR 21.2 million, and the call is aimed at trades wishing to modernise their fleet with a view to reducing GHG emissions.

For L-category vehicles - mopeds, motorcycles and quadricycles - applicants can get up to 2,500 euros per vehicle. For passenger cars and light commercial vehicles (categories M1 and N1), up to 9,000 euros are available, or up to 40% of the value of the vehicle, while the price of the vehicle in categories L1 - L7 and M1 must not exceed 50,000 euros exclusive of VAT. Vehicle categories M2, M3, N2 and N3 will also be co-financed up to 40% of their value or a maximum of EUR 90,000. In addition to electric vehicles, it is also possible to apply for the co-financing of hydrogen vehicles - including trucks and buses. One applicant can submit an application for one or more vehicles, with a maximum amount of co-financing of 90,000 euros.

Applications are submitted exclusively electronically via the eFZOEU system, using the NIAS system credential. On behalf of a company or trade, the application can also be submitted by a proxy, who must hold a power of attorney certified by a notary public.

The advance payment for the purchase of vehicle is acceptable starting from 1 January 2025, while the cost of the purchase itself and payment of the vehicle must have taken place after 8 August 2025. The time limit for the completion of vehicle purchase is until 31 May 2026. Beneficiaries shall be obliged to submit annual reports after having purchased the vehicle for a period of 3 years starting from the date of disbursement from the Fund. The report confirms that they still own the vehicles, and in the case of leasing, they regularly settle their obligations.

As part of the application, applicants must, among other things, submit an estimate with the price in EUR for the purchase of the vehicle issued by the point of sale. Also, the estimate must list the technical characteristics of the vehicle - category (manufacturer, model, type of drive), power and consumption of the vehicle.

In addition to the proof of registration of a company or trade, a mandatory document when applying is the Notice on the classification of a business entity according to the Decision on the National Classification of Activities (NKD) 2025, or another equivalent document (e.g. Decision on the registration of a business in the Trade Register, the craft trade licence, etc.), which defines the activity of a business entity; it should be noted that companies/trades registered for road transport of goods or taxi services are not eligible applicants for this call. For these activities, the Ministry of Environmental Protection and Green Transition is preparing a special programme worth EUR 45 million by the end of the year that will be financed from the Modernisation Fund.

Applicants also have to submit a certificate from the Tax Administration that all public levies are settled, as well as the statement on the aid received and associated companies not older than   30 days from the date of applying to the public call. All terms and conditions together with the required documentation are posted on the Fund’s website - www.fzoeu.hr.

The programme of encouraging energy-efficient vehicles intended for legal entities and trades is implemented by the Fund in cooperation with the Ministry of the Sea, Transport and Infrastructure, and the funds are provided through the National Recovery and Resilience Plan.

Investment in energy efficient and environmentally friendly vehicles allows entrepreneurs to streamline operating costs while reducing emissions from transport, and also to respond to the growing market expectations regarding corporate social responsibility and sustainability.  In the last five years and previous calls, the Fund has co-financed the purchase of close to 7100 energy efficient vehicles.

This and other similar programmes are confirming the strategic direction of the Croatia Government towards sustainable mobility as a key part of the green transition, creating at the same time the foundations for long-term sustainable economic development in agreement with the European climate guidelines.
