As part of the preliminary consultation with interested economic operators, the Environmental Protection and Energy Efficiency Fund has published in the Electronic Public Procurement Classifieds tender documentation for selecting the contractor that will remove, dispose of, and/or recover illegally disposed waste at the locations in Poznanovec (Municipality of Bedekovčina) and Gospić.During March, the Fund will also publish documentation for the execution of works at locations in Pazin and Samobor. All these activities by the Ministry of Environmental Protection and Green Transition and the Fund are part of implementation of remediation measures on sites contaminated with waste, aimed at protecting the environment and preventing harmful impacts on human health.
In the area of Poznanovec, it is planned to remediate two locations holding 13,200 tonnes of illegally disposed waste in total. This includes plastic waste and packaging, tyres, and mixed waste from mechanical processing that also contains hazardous substances. The estimated value of the public procurement for the removal and disposal of this amount of waste is EUR 7,392,000.00 net of VAT.
Remediation at the Gospić location will take place in multiple stages due to the complexity of the situation on site, different types of waste, as well as investigation carried out under criminal proceedings. The first phase includes the removal of 3,500 tonnes of mixed waste from mechanical treatment located next to the silo, consisting of ground cables and plastics containing hazardous substances. The estimated value of this phase is EUR 2,100,000.00 net of VAT.
Waste disposal at these locations will include all actions necessary for its safe disposal, including loading, weighing, transport in closed vehicles, and handing over to authorised waste treatment operators.
Having published the documentation in the preliminary consultation phase, the Fund provides economic operators with the possibility to give comments and suggestions related to the technical, financial and procedural aspects of procurement. The consultation will be followed by the announcement of an open public procurement procedure for the selection of contractors. As part of the documentation preparation, the Fund also conducted a market analysis, and additional laboratory analyses were made that comprise an integral part of the published documentation.
Systematic preparation of documentation and the implementation of all prescribed procedures ensures the preconditions for the remediation of these locations, in accordance with the applicable legal, technical, and professional standards.
