Application process for co-financing of energy efficient vehicles starts tomorrow

From 8:00 tomorrow, the Fund will start receiving the applications for co-financing energy efficient vehicles. This year, the citizens and companies will have HRK 90 million at disposal, and for the first time they will apply at more than 260 points of sale across the country. Potential byers will be able to choose among 86 car makes and as many as 499 car models – from electric motorbikes all the way to lorries. As can be expected, the wides range is offered in the category of passenger vehicles with as many as 30 brands and 255.

As in previous years, the vehicles will be co-financed with up to 40% of eligible costs, where the maximum amount of the grant will depend on the category and type of propulsion. Electric vehicles in L1-L7 categories will be co-financed with up to HRK 20,000.00, category M1 plug-in hybrids with up to HRK 40,000.00, while electric passenger vehicles will be eligible for up to HRK 70,000.00. For legal persons, N1 category vehicles will also be financed, so plug-in hybrids will be eligible for up to HRK 40,000.00 incentive, and electric-propelled or CNG, LNG or hydrogen-propelled vehicles for up to HRK 70,000.00. Even vehicles in the categories N2, N3, M2, M3 with electric, “plug-in” hybrid, CNG, LNG or hydrogen drive will be co-financed with up to a maximum of 400,000 kunas. This is also the maximum amount of co-financing that is available to legal persons, considering they can buy more vehicles in different categories but at no more than two points of sale.

The interest in energy efficient vehicles is growing every year, as is the number of these vehicles on the Croatian roads. Therefore, it is no wonder that car dealerships and points of sale were eager to take part in the programme; their user accounts were opened with the Fund, and they were given access to the application through which they will be able to budget the available incentives for their buyers. The application test phase was successful, and the dealers will have available customer support during the Call to ensure the smooth functioning and rapid service to all interested buyers.

Interested buyers can find the list of vehicles eligible for financing at vozimoeko.fzoeu.hr, which also lists the points of sale for certain car models. In order to successfully allocate the funding, car sales assistants will enter in the system the mandatory buyer data and upload the required documentation, after which they will issue the safekeeping receipt to the buyer. The receipt contains the data entered, the No. of the application, and instructions for the payment of obligatory minimum down payment, which is also a novelty in this year’s programme of co-financing. To show serious commitment to buy a vehicle, the buyers will have to pay 7% of the amount requested from the Fund, but for which the invoice cannot be issued before 10 June. It has to be noted that after they are approved for co-financing, the buyers can no longer change the vehicle make or model, and the only possible modification can be made regarding the vehicle’s trim level. In this case, attention has to be paid to the plug-in hybrids and potential increase of CO2 emissions in certain models, which can change depending on the trim level.

Reservations will be possible until the amount of the budgeted funds in the application reaches 90 million kunas, and the availability of resources can be monitored on the website vozimoeko.fzoeu.hr. To ensure quick implementation of the programme and utilisation of the available funding, co-financing can be secured only at the points of sale and for the vehicles included on the Fund’s list. The beneficiaries who are approved for co-financing will have a period of 9 months to go through with the purchase and submit the request for payment accompanied by the complete documentation.
Some dealers may request from the buyers to pay a deposit along with the down payment, and the two have to differentiated. If for any reason the buyer does not go through with the purchase in the set 9-month period, the mandatory down payment will be refunded. However, the refund of the deposit will depend on the arrangement with the individual dealer.

Since the public sector is obliged to comply with the public procurement rules and cannot participate in this type of co-financing model, by the end of June the Fund will launch a separate Public Call for these types of beneficiaries with the budget of HRK 15 million. The applications will be submitted through the Fund’s existing e-Application system.
