Design and construction contract for 1st phase of WMC Lećevica

The contract for the 1st design and construction phase of the Waste Management Centre in Split-Dalmatia County was signed on the premises of the Environmental Protection and Energy Efficiency Fund. The contract worth 155,577,118.70 kunas net of VAT was signed by the manager of the utility company Regionalni centar čistog okoliša d.o.o. Ivan Vukorepa, and Marko Sarađen as the representative of the Consortium comprising Sarađen d.o.o., GH Holding d.o.o. and VGP Drava Ptuj d.o.o., with a 14-month works completion deadline.

The signing ceremony was attended by the minister of the economy and sustainable development, Davor Filipović, the director of the Environmental Protection and Energy Efficiency Fund, Luka Balen, the mayor of Split-Dalmatia County, Blaženko Boban with associates, and deputy county mayor Ante Šošić. Minister Filipović expressed his pleasure at the start of construction of the seventh out of the planned 11 waste management centres in Croatia, underlining that MESD, which was co-financing the project as well as the Fund, would continue supporting that and other projects aimed at providing quality waste management and environmental protection.

The key institution in the implementation of projects for all waste management centres across Croatia is the Environmental Protection and Energy Efficiency Fund, which is also intermediate body for project supervision and implementation. “After having recently signed the design and works contracts for the centres in Dubrovnik-Neretva and Karlovac County, this third contract will round off the waste management system in Split-Dalmatia County. In the overall eligible costs structure for the construction of the centre, for which the resources were secured mainly from the European Cohesion Fund, the EPEEF will participate with 68 million,” said the director of the Fund, Luka Balen, adding that the Fund’s expert services would continue providing support to those involved in the implementation of the project for the construction of the centre.   

The managing director of the company Regionalni centar čistog okoliša d.o.o. Ivan Vukorepa thanked all attendees, especially the Ministry of Economy and Sustainable Development, the Environmental Protection and Energy Efficiency Fund, and Split-Dalmatia County on their help in preparing and implementing the project so far, emphasising: “We are aware this is only the beginning and that we’ll have more challenges to face, but we have finished a lot of work in the last six months and we’re going on with equal confidence. We’re carrying out all activities in line with the time limits we’ve set in April, and we believe that together with the partners from the Consortium we’ll successfully wrap up this first phase of the centre.”

The importance of the centre in Lećevica municipality was also underlined by county mayor Boban, who thanked the Ministry, the Fund, and his colleagues in county administration, for their efforts in the preparation and implementation so far. “Everyone who participated in the implementation of this project so far knows what we had to deal with, but thanks to enthusiastic young people and the staff at the Ministry and the Fund, and the utility company Regionalni centar čistog okoliša d.o.o., thanks to the experience and advice of my colleague deputy county mayor Šošić, today’s signing of the contract marks the kick-off of this project. Based on their experience, I believe that the chosen companies will do their task well, but we will also closely monitor them in the design and construction process, and due thanks will be given once the first phase is finished,” 

Apart from the centre itself, six transfer stations will be built under the project. For the three of them – TS Sinj, TS Brač and TS Zagvozd, building consents have been obtained and public procurement procedures launched for construction works and building surveillance, while the adoption of the award decision and signing of the contract is expected by the end of the year. “All the efforts we’ve made in the last six months, which culminated in today’s signing of the contract, were focused on the fact that next year we’ll be managing four building sites, while simultaneously working on completing the required documentation of the 2nd implementation phase,” concluded Vukorepa.
 
The total estimated value of the project for the construction of the waste management centre in Split-Dalmatia County was HRK 611,419,690.00, with the total eligible costs amounting to HRK 454,129,208.00. In line with the valid Grant Agreement KK.06.3.1.10.0001, the project is co-financed with an EU grant from the Cohesion Fund (OP Competitiveness and Cohesion 2014 – 2020) in the amount of 71.0146199 % of the totally eligible costs i.e., HRK 322,498,130.90. Other participants in co-financing include the Environmental Protection and Energy Efficiency Fund with HRK 86,218,156.28 (18.9853801 %), Split-Dalmatia County with 45.412,920.82 kunas (10 %), and the Ministry of Regional Development and European Union Funds with 10,000,000.00 kunas.
