Fund launches new procurement procedures for remediation of illegally dumped waste in Gospić

The Environmental Protection and Energy Efficiency Fund has launched a preliminary consultation for a new public procurement procedure for the remediation of bulk waste next to the silo and for the procedure of disposal of waste stored in bags at the location of the former PPK Velebit in Gospić. The goal of these procedures is the permanent removal and disposal of illegally dumped waste, quality remediation of the site and prevention of possible negative impacts on the environment and human health.  

The new consultation is open until 1 July, after the previous public procurement procedure did not result in received bids. During the earlier procedure, all interested economic operators were allowed additional sampling of waste and, at their request, the deadline for submission of bids was extended. Despite this, no bids were received.

Through additional consultations with interested economic operators, it was pointed out that each waste treatment plant has its own technical specifics, which is why their laboratories always conduct their own waste analyses on specific parameters that affect the technology of the plant. For example, the chlorine content of waste is directly correlated with the conditions under which the waste can be thermally treated. The higher the chlorine content, the more demanding the technological processes, and consequently increasing the costs of thermal treatment of waste in power plants abroad. The new insights gained from this additional market research resulted in an increase in the estimated value of this remediation phase from €2.1 million to €4.72 million excluding VAT.

Given the complexity of the technology needed to dispose of and remove bulk waste from the site, the estimated deadline for the implementation of these activities is up to 12 months. After that, an additional maximum of 12 months is planned for the final recovery and disposal of waste. At the same time, documentation for the removal of about 650 tons of non-hazardous waste contained in the so-called "big bag" sacks in front of the silo was published at the public consultation. The estimated value of this procedure is 400 thousand euros without VAT, and the planned deadline for execution is six months.

As for the waste stored in the facilities, the Fund is undertaking preparatory activities for the beginning of this part of remediation. This includes the development of a remediation plan with proposals for optimal variants of technical and technological solutions related to complex interventions in facilities and will require special procedures for extracting waste, with strict  occupational health safety measures.

Based on the available data, the Fund is also developing a technical solution for the temporary covering of buried waste in order to prevent possible seepage, for which the approximate value of the works is estimated at EUR 760,000 without VAT. The procurement procedure is planned to be launched during the summer. After the necessary conditions are met, the final remediation of that part of the site will begin.
The publication of the new consultations is the continuation of the activities of the Fund and the Ministry of Environmental Protection and Green Transition aimed at full remediation of the site of the former PPK Velebit. At the same time, it confirms that this is a complex and demanding procedure that requires professional solutions, adequate waste treatment capacities, and transparent implementation of all phases of remediation.
