The Environmental Protection and Energy Efficiency Fund has published a public call worth EUR 38 million, which continues to promote citizens' investments in renewable energy sources and energy independence of households. The incentive is intended for the installation of heat pumps for heating, cooling and domestic hot water, PV plants for electricity used for own consumption, and, for the first time, battery energy storage systems.Depending on the type of investment and status of the applicant, citizens will be able to get up to 50 percent of the eligible investment costs, while households at risk of energy poverty will be able to get up to 70 percent in grant funding. With this co-financing, citizens who meet the conditions of the public call will be eligible to receive from EUR 6,000 to EUR 17,850 within the assigned budget, and citizens at risk of energy poverty will be eligible for an amount ranging from EUR 8,400.00 to EUR 24,990.00 for their projects. Applications can be submitted from 2 September 2026 at 9:00, solely electronically through the eFZOEU information system.
"This public call is a continuation of the policy of the Government of the Republic of Croatia aimed at increasing the use of renewable energy sources and strengthening the energy independence of citizens. We want to help households produce their own energy, reduce the cost of living and be less exposed to changes in energy prices. It is especially important to us that the households most exposed to energy poverty also have the opportunity for such investments, which is why we have provided a higher funding rate for them," said the director of the Fund, Luka Balen, adding that the funds for this purpose were designated at the proposal of the Ministry of Environmental Protection and Green Transition under the Plan for the utilisation of proceeds obtained from the ETS allowance auctions in the Republic of Croatia for the period 2026 - 2030.
One of the greatest novelties of this call is the co-financing of battery energy storage systems (BESS). By installing a battery, surplus energy produced can be stored and used when it is most needed, thus increasing the utilisation of its own production.
Grants can be used to co-finance solely new investments. The grants will only co-finance new investments. Eligible costs include the costs of system installation incurred from the date of publication of the public call, as well as advance payment for the installation of the system and the costs of fitting the HEP DSO billing meter, provided they were incurred and paid as of 1 January 2026. Systems that have been fully paid before the publication of this call will not be eligible for co-financing.
In order to ensure the continuity of promoting investments in RES, the Fund plans to publish a special public call intended for citizens who installed and put their PV plants into operation after the closing of last year's public call, and before the announcement of this year's. This call will retroactively co-finance up to 50 percent of eligible investment costs, which will enable equal access to grants to those citizens who implemented their projects before the announcement of the regular call for 2026.
