Implementation of the Croatian Government decision on disposal of non-hazardous waste in Gospić

Non-hazardous waste in “big bag” sacs located on the site of the former PPK Velebit in Gospić is being transported in accordance with the Decision of the Government of the Republic of Croatia designating Holcim Hrvatska and Nexe for urgent takeover, removal, transport and recovery and/or other appropriate management procedure of non-hazardous waste on this location.

Waste from big bags has been analysed several times, and all analyses conducted by the Environmental Protection and Energy Efficiency Fund are publicly available on the website. Its removal from Gospić now begins, and the entire path of waste, including additional analyses by an independent accredited laboratory contracted by Holcim Croatia and Nexe, takeover, while weighing and transport to final recovery are controlled and traceable.

To this end, additional controls are carried out to confirm that the replacement fuel meets the physio-chemical properties for reception in specific plants. In the event that any of the shipments does not meet the conditions prescribed by the permits, they will not be received at the cement plants, and they will be disposed of by the Fund under other remediation phases.

The use of alternative fuels in cement plants takes place through a closed system, under strictly controlled technological conditions and in accordance with their environmental and waste management permits. In addition to the control of alternative fuels entering the process, the key parameters of plant operation and air emissions are continuously monitored, and the prescribed limit values must be complied with relative to the type of fuel used. The entire process is carried out by cement plants with the application of the prescribed standards of environmental and human health protection.

The removal of big bags is one of the activities that are being carried out in parallel at the location of the former PPK Velebit. Temporary covering of buried waste is also underway, the removal of bulk waste next to the silo is being prepared, and the activities necessary for the permanent remediation of approximately 35,000 tonnes of buried waste are also being carried out.

After the Ministry of Environmental Protection and Green Transition and the Environmental Protection and Energy Efficiency Fund presented the entire Remediation Plan to the public, a tender for the procurement of contractors for the remediation of the buried part of the waste is being prepared, based on an international market analysis.
