Start of remediation of illegal landfill in Bedekovčina

20.11.2025.

The Environmental Protection and Energy Efficiency Fund, in cooperation with the Ministry of Environmental Protection and Green Transition, has started with the project of remediation of fly-tipping locations in Poznanovec, in Bedekovčina Municipality. The director of the Fund, Luka Balen, accompanied by representatives of the Fund's professional services, held a working meeting with the head of Municipality Željko Odak, and representatives of citizens Jasna Ocvirek, and Božica and Goran Bajza.

Balen reminded that the Ministry has taken steps, together with the Fund, to initiate the remediation process as soon as possible, in accordance with the regulations. "Among other things, amendments to the Waste Management Plan of the Republic of Croatia for the period 2023 - 2028 were essential, creating legal foundations for the remediation of waste-contaminated sites that are on land owned by natural and legal persons. Afterwards, we launched a public call aimed at local government and self-government units to report illegal landfills in their area, and now, after we’ve received feedback, we are continuing with consultations to prepare the procurement procedure for the contractor of the remediation itself," he pointed out and expressed satisfaction that the municipality of Bedekovčina had showed the willingness to cooperate in order to jointly solve this problem for the benefit of citizens.
The head of the Municipality of Bedekovčina, Željko Odak, expressed his satisfaction that the Ministry and the Government of the Republic of Croatia designated this location as a priority, and that after a long time the inhabitants of would live in a cleaner environment.

At the end of the meeting, the Director of the Fund thanked Ms Ocvirek, and Ms and Mr Bajz for their engagement and concluded that cooperation with the local community is an important factor in resolving such situations. "To this end, both the Fund and the Ministry will continue to continuously inform citizens about all steps of remediation," said Balen.

The Fund has published on its website a call for participation in the preparation of a public procurement procedure for the removal of illegally dumped waste, which aims to analyse the market and estimate the costs of remediation. Interested companies can respond to the call until 26 November 2025. After processing the received information, it will be possible to launch a public procurement procedure for the selection of the contractor who will carry out the remediation. It includes the remediation of two locations in Poznanovec, holding an estimated 13,200 tons of fly-tipped waste. The selected tenderer will have to remove the waste and dispose of or recover it in an appropriate manner, in accordance with legal regulations and complying with all air, water and soil protection measures.
The remediation in Bedekovčina is part of a wider state approach in cases of fly-tipping, especially where the polluter is known and the waste has not been removed despite inspection orders or orders of municipal wardens. At the beginning of the year, the Fund, in cooperation with the Ministry of Environmental Protection and Green Transition, published a public call for local self-government units to submit data on such locations. A total of 91 locations were reported, of which six - in Gospić, Poznanovec, Benkovac, Samobor, Pazin and Lovinac - have been designated as a priority for remediation and included in the amendments to the Waste Management Plan of the Republic of Croatia 2023 - 2028.
