The Environmental Protection and Energy Efficiency Fund continues providing strong support to the energy transition of Croatian households. After reopening the Public Call for co-financing photovoltaic power plants installed and put into operation during 2025, a call was published today for citizens whose power plants were installed during 2024 and put into operation between 1 January 2024 and 6 June 2025.A total of 7.5 million euros is planned to be invested in power plants for own consumption, which are installed on the roofs of family houses or outbuildings. Under this call, homeowners will be able to obtain co-financing of up to 50 percent of eligible costs, i.e. up to 600 euros per kilowatt (kW) of installed power of the photovoltaic power plant.
The goal of the Fund Call is to incentivise those citizens who had already invested in a PV power plant on the roof of a house or outbuilding but have not been able to apply for the 2024 Public Call for the energy renovation of family houses, under which the use of RES was also co-financed.
To be able to exercise the right to co-financing now, interested citizens must prove that they had permanent residence at the address of the house at the time of commissioning the power plant. In addition, it is necessary to prove the legality and ownership of the property, as well as to obtain the consent of all co-owners, which is a common requirement in the Fund's programmes.
Applications can be submitted from 29 October 2025 at 9:00 solely electronically — by entering data and uploading the necessary documentation to the eFZOEU system. Citizens can upload the documentation by logging in through the NIAS, personally or through an agent holding a power of attorney (POA) certified by a notary public.
The complete list of required documentation is listed in the text of the call published on the Fund's website. It is estimated that the available funds will be sufficient to co-finance close to 1,800 PV power plants.
In recent years, changes in the legislative framework, better availability of technology and incentives provided by the Fund have significantly accelerated and stimulated investments in solar energy. In 2023 and 2024, about 5,600 photovoltaic power plants were co-financed, and this year's two calls with a total value of 28 million euros will further increase this number.
It is planned to continue with co-financing in the upcoming years, in accordance with national energy and climate goals, because such investments provide citizens with an opportunity to significantly reduce their energy costs and increase the energy independence of their households. At the same time, they directly contribute to the decarbonisation goal and wider use of solar energy for electricity production, i.e. they are actively involved in the process of energy transition.
